[Admin] Institute filtering on the Seat Usage report for superusers
Superusers generating a Seat Usage report can now focus on a single institute instead of pulling data across every institute at once. When the Seat Usage query is selected, a new searchable institute field appears, pre-filled with the institute the superuser is currently working in. The generated report then covers only the chosen institute - and, where that institute is part of a billing entity spanning several institutes, the report includes seat usage across all institutes in that billing entity, so billing-level totals stay accurate.
Bug fixes
[Proctoring] Recording listeners restored after recovery
Fixed an issue where webcam and screenshare streams could lose their event handling after a recovery. Following a soft or KMS recovery, the stream was left without the listeners that normally detect errors, ended tracks, and stream changes, so recording no longer reacted to those events automatically. Recovery now re-attaches these listeners once it completes, restoring the same automatic republish/unpublish behaviour as a normal session - without triggering repeated recovery loops.
