Bug fixes

• [Exam Taker] Fix for a rare issue where the exam instructions would fail to load after starting the exam, forcing exam takers to reload the Proctor Exam page (and hence restart sharing of screen and mobile). Now there is a retry mechanism for loading the exam instructions.
