Bug fixes

• [Live Proctoring] Fix an issue where the timestamps of incidents created by proctors would be wrong in the backoffice. When the video recording consists of multiple chunks, the timestamps shown in the backoffice were not matching the actual moment the incident happens in the stitched video recording.

• [Exam Taker] Fix an issue where the browser tab’s title bar would keep flashing, indicating a new proctor message, when the exam taker had already opened and read the message.
