At the start of the exam there are a few instances where the candidate might be unable to enter an exam, see below the main reasons:

Late to the exam
(Can be caused due to technical issues preventing the candidate to advance on the setup)
In this case, the institution will have to decide if the candidate can take the exam again.
If yes, there are 2 options:
- Create a new exam for the candidate;
- Extend the start time of the exam and ask the candidate to refresh the page.
